In the coming weeks, a new agreement must be signed between the state services and the professional football league. This document should make it possible to better specify the roles, skills and responsibilities of all stakeholders in the organization of a football meeting in France.
There will be no revolution. In the coming weeks, state services will sign with the LFP a new agreement on the organization of football meetings in France. “It has been discussed for several months, but I have never seen the color of this document,” confirms an actor in the file. This agreement has been in the drawers of state services since the assault of Fabio Grosso, the former OL coach in October 2023. The current document which regulated football matches on French territory dates from 1999.
In the Council of Ministers, last week, the interior and sports ministers presented the main lines of this new convention. It is not revolutionary in fact but makes it possible to flatten all the skills and roles of all stakeholders in the organization of a football match in France.
“This agreement also recalls the obligation for clubs to systematically include in their internal regulations an explicit mention prohibiting the dissemination or promotion of any provocative message, in particular of any insulting, discriminatory or affected message, as well as the introduction in the stages of any prohibited object”, explains the report of the Council of Ministers.

Another point addressed in this document, and which will strongly interest supporters' associations, the dissemination of messages in football speakers. The clubs will have to “do everything to prevent any drifts by checks, excavations, monitoring measures of the stands but also an adapted communication and by verifying that the content of tarpaulins or tifos type banks intended to be deployed by groups of supporters during the meetings does not contravene the regulations.”
Some clubs already manage to control certain banners in the championship pregnant. Other clubs, in open conflict with groups of supporters, fail to read the messages upstream of the meetings. Which strongly complicates the task.
And to add: “The signing of this agreement will also be an opportunity to encourage the LFP to systematically implement the powers of sanction which it has against clubs not ensuring their responsibilities and whose matches give rise to recurring violence.”
The report of the Council of Ministers considers that this “new overall strategy” can make it possible to “sustainably pacify football meetings”. The clear definition of the perimeter of each on the warm moments of the championship must also make it possible to better ensure the protection of people and goods during the meetings of Ligue 1 and Ligue 2.
